Vulnerable Population Inventory and Program Assistance Needed During Emergencies

During a disaster, vulnerable populations are often disproportionately impacted. An emergency or disaster can also disrupt vital support systems that vulnerable people rely on, such as care for pre-existing medical conditions, family supports, medication assistance, etc. Planning before an incident ensures that response and recovery operations are inclusive of the whole community and that these populations do not suffer disproportionate impact. Lompoc’s low income housing complexes, such as those run by the Housing Authority, include a higher proportion of vulnerable residents. The Housing Authority and local community based organizations have identified a need to ensure that they are prepared to address the needs of these at risk individuals and families.

Scope: Conduct an inventory of residents and special needs in the event of a disaster including essential medications, mobility assistance, healthcare, language assistance, visual impairment, and self care. Develop and implement a plan that includes:

  • Evacuation strategies and plan to ensure secure transportation for residents

  • Identification of an alternative location/s for housing residents in the event of an evacuation, possibly outside of the affected region

  • Identification of a dedicated source of provisions for residents and the community

  • Identification and training of individuals who can provide assistance to high risk individuals.

Plan and process should also include an inventory of and agreements with community based organizations that can help ensure the continuance of essential services (health, mental health, recovery, etc).
